About HELP

The European Programme for Human Rights Education for Legal Professionals (HELP) is the Council of Europe (CoE) main educational platform for legal professionals, aimed at strengthening the capacity of judges, lawyers and prosecutors, in all 46 CoE member states and beyond, to apply the European human rights standards in their daily work. This is done through the HELP online courses that cover a broad range of human rights topics.

Currently, the National Institute of Justice (NIJ) has taken over 18 e-courses designed for its beneficiaries, including trainees, which are delivered on NIJ ILIAS and CoE HELP platforms with the assistance of certified HELP tutors from Moldova. After promoting these e-courses, the participants are certified by the NIJ (electronic certificate) and the number of training hours is inserted in the NIJ informational system.

During 2015-2022 were launched 74 tutored HELP e-courses on both platforms, attended by 2 648 individuals.

The HELP e-courses can also be taken directly on the HELP platform, usually without tutoring (i.e. as selfstudy courses) by every person willing. When promoting these e-courses, the participants are certified by the HELP (electronic certificate), but the number of training hours is not inserted in the NIJ informational system.
