
A group of representatives from national institutions involved in preventing and combating violence against women and domestic violence in the Republic of Moldova participated in a study visit to France from 7-9 July 2025. The National Institute of Justice was represented by the Head of the Didactics, Methodological and Training of Trainers Section, Cezara-Elena Polisca.
The activity aimed both to familiarize participants with French public policies, regulatory frameworks and inter-institutional mechanisms in the field of data collection on violence against women, as well as to identify good practices that could be adopted and adapted to the national context.
During the three days, the delegation held meetings with representatives from key institutions, including: the Service for Women’s Rights and Equality, the Interministerial Mission for the Protection of Women Against Violence and Combating Human Trafficking, the Ministry of Justice, the Ministry of the Interior, the National Institute of Demographic Studies, the National School of Magistracy, and civil society organizations that manage helplines, support services and accommodation centres for victims.
One of the topics discussed focused on the continuous training of justice and public order professionals in the area of combating violence against women. In this regard, initiatives of the National School of Magistracy of France and training tools designed for law enforcement professionals and victim assistance were presented. Additionally, the French experience regarding the development and implementation of interministerial plans for gender equality, the functioning of medico-legal units, as well as monitoring and evaluation mechanisms for public policies were analyzed.
The study visit was organized within the framework of the Council of Europe project “Supporting the implementation of the Istanbul Convention in the Republic of Moldova – Phase II”, realized with the financial support of Sweden.
