French magistrates and experts in dialogue at the NIJ on judicial communication, the rule of law, and contemporary challenges

Magistrates from the Court of Appeal of Versailles and representatives of the French Ministry of Justice held an exchange of experience with Moldovan judges and prosecutors during a workshop organized on Friday, November 7, 2025, at the National Institute of Justice. The event was organized in partnership with the Embassy of France in the Republic of Moldova and the French Ministry of Justice. The delegation was accompanied by Simona Pavel, the French Liaison Magistrate for the Republic of Moldova, Romania, and Bulgaria.

The main purpose of the activity was to strengthen judicial cooperation between the two countries, enhance the managerial skills of court leaders in the Republic of Moldova, and share best practices from the French judicial system.

During the opening session, the importance of partnership and the exchange of experience was emphasized. The Director of the National Institute of Justice, Ramona Strugariu, expressed gratitude to the French delegation for their responsiveness and engagement, voicing confidence that this event marks the beginning of a lasting and fruitful collaboration.

In turn, the First President of the Court of Appeal of Versailles, Jean-François Beynel, confirmed that this cooperation will continue. He noted that the judicial systems of both countries face similar challenges and underlined that judicial activity is constantly evolving, while judges’ decisions are increasingly subject to media coverage and public debate, sometimes placing their safety at risk.

The event was structured around two thematic panels. The first, “Communication of Jurisdictions”, focused on ways to strengthen the image of judicial institutions and improve both internal and external communication in the context of contemporary challenges. The second panel, The Rule of Law in the European Union: The Role of the Court of Justice of the European Union and the Case Law of the European Court of Human Rights,” explored the role of the rule of law and the strengthening of courts and judicial activity through European Union law.

This activity is part of a broader project within France’s efforts to support the Republic of Moldova in its process of accession to the European Union.
