Cooperation in the field of specialized training between the National Institute of Justice and the Basel Institute

On Tuesday, July 22, 2025, the Director of the National Institute of Justice, Ramona Strugariu, received a visit from representatives of the Basel Institute on Governance from Switzerland – Thierry Ravalomanda, Head of Training Department at the International Centre of Asset Recovery (ICAR), Peter Huppertz, Head of the IT and e-Learning, and David Mattan, Senior Specialist, Asset Recovery, based in Moldova.

The purpose of the meeting was to establish a framework for collaboration regarding the training of professionals in the field of financial investigations and asset recovery. In particular, we discussed the organization, during one year, of five intensive courses of five days each, in the form of workshops for the beneficiaries of the National Institute of Justice as well as for other categories of practitioners in the legal sector. These blended trainings will focus on applied activities, case studies and mentoring sessions, integrating European Union law components. The program provides for the subsequent identification of participants who will become trainers and will ensure continuity through cascade training.

The meeting agenda also addressed aspects related to the development of distance learning, the use of artificial intelligence in professional work, including the legal and ethical dimensions of this tool, and the need to strengthen digital capacities for both staff and trainees of the National Institute of Justice.

The meeting was also attended by Ecaterina Popa, Head of the Training and Research Department, Octavian Bivol, Head of the Continuous Training Section, and Oleg Chipric, Senior Specialist in the e-Learning Section.
