Professional training of judges in the electoral field

„The settlement of electoral disputes under the instruments of the Council of Europe and the practice of the ECHR" is the theme of the seminar addressed to judges specialized in the field of administrative litigation at the Supreme Court of Justice and at the courts of appeal, as well as to the staff of the Central Electoral Commission (CEC) and the Centre for Continuous Electoral Training (CICDE). The training sessions are taking place today and tomorrow, September 17-18, 2020, in online format.

"The beneficiaries of the training are those judges who are responsible for examining and solving electoral disputes. Such trainings offer multiple opportunities and, equally, solve a wide range of challenges in the electoral field, and participants have the opportunity to share their experience in this segment", said in the opening, Diana Scobioala, the Director of the National Institute of Justice. At the beginning of the event also spoke Daniel Popescu, Head of the Department of Democracy and Government, DG-II, Council of Europe, Dorin Cimil, President of the CEC, and Doina Bordeianu, Director of the CICDE.

The training sessions cover topics related to international standards and principles of democratic elections, the jurisprudence of the European Court of Human Rights on electoral disputes, the particularities of examination of the electoral disputes, the jurisprudence of the Constitutional Court and specialized courts/panels in the field of the administrative litigation of Moldova in relation to Eastern Partnership countries, etc. These and other topics will be addressed by the Council of Europe experts Dmytro Tretyakov and Shota Getsadze, as well as by Ludmila Lupasco, trainer at the Centre for Continuous Electoral Training, Ian Feldman, President of the Council for Prevention and Elimination of Discrimination and Ensuring Equality, and Nicolae Fala, national expert of the Council of Europe, trainer at the National Institute of Justice.

The event is organized in partnership by the Central Electoral Commission, the Centre for Continuing Electoral Training, the National Institute of Justice, with the financial support of the Council of Europe within the project "Improving Electoral Practices in the Republic of Moldova".

We mention that, at the beginning of this week, another webinar was held entitled “The role of courts in the presidential elections”, in which 26 judges from the courts of first instance were trained. The training program was organized by the National Institute of Justice and the Centre for Continuous Electoral Training.
