Resilience in the Digital Era: INJ Director’s Participation in the 2025 Euro-Atlantic Resilience Forum

Between 6-7 November 2025, Bucharest hosted the Fourth Edition of the Euro-Atlantic Resilience Forum, organized in a duplex/hybrid format with simultaneous connections to several cities around the world. The event promoted an international dialogue on resilience across critical sectors for NATO and European Union member states.

The Director of the National Institute of Justice, Ramona Strugariu, participated as a speaker in the Bucharest-Chișinău session, dedicated to democratic and societal resilience in the face of information manipulation in the digital era, with a particular focus on the Republic of Moldova, Romania, and the Black Sea region.

In her remarks, the NIJ Director emphasized the need for a courageous and responsible approach to new technologies, highlighting the role of Artificial Intelligence (AI) as an ally in combating disinformation and a tool supporting the development of democratic societies: “We live in the age of Artificial Intelligence. This does not mean that AI governs our lives, but that we must learn to use it wisely. It represents the fourth industrial revolution and, at the same time, a tool that can help us counter, for instance, disinformation. AI should improve our lives, and maintaining control over it depends on proper learning processes and strong coordination.”

Ramona Strugariu also spoke about the importance of digital literacy and adequate training for the responsible use of new technologies: “I am confident that, together, we will find solutions to these challenges. At the National Institute of Justice, we are preparing a Digital Week, during which we will learn about AI and how to use it effectively so that it assists us in our work. I believe each of us should take this step, as it is the only way to properly manage Artificial Intelligence before it begins to manage us.”

The Chișinău panel, hosted by the “Stefan cel Mare” Academy of the Ministry of Internal Affairs, provided a platform for analysis and debate on strengthening democratic and institutional resilience in the face of current challenges posed by disinformation and the transformation of the digital environment.
