The International Conference on Article 5 of the ECHR "The Right to liberty and security"

On Tuesday, June 4, 2019, the international conference dedicated to Article 5 of the European Convention on Human Rights "The Right to liberty and security", that marks the 70th anniversary of the founding of the Council of Europe was held. Organized by the Council of Europe and the National Institute of Justice, the event aimed at developing a greater understanding by the representatives of the legal system of the principles which form the basis of the provisions of Article 5 of the ECHR, their interpretation by the European Court, and the barriers to the effective implementation of those principles in practice.

The conference was opened by Diana Scobioala, the Director of the National Institute of Justice, William Massolin, Head of the Council of Europe Office in Chisinau, Victor Micu, President of the Superior Council of Magistracy, Mircea Rosioru, Deputy Prosecutor General, and Mikhail Lobov, Head of Human Rights Policy and Co-operation Department, Directorate General Human Rights and Rule of Law (DGI), Council of Europe.

"Strengthening and developing the system of initial and continuous professional training of all actors of the justice sector remains a constant priority, with the main role in this process played by the National Institute of Justice. Obviously, one of the concerns of the Institute and the entire body of trainers was and it is to familiarize NIJ beneficiaries with the ECHR rigidities and standards, as well as with the jurisprudence of the Strasbourg Court", mentioned Diana Scobioala.

The event was attended by representatives of the government and of the Council of Europe, exponents of the institutions mandated to provide initial and continuous training for judges, prosecutors and lawyers from Armenia, Azerbaijan, Belarus, Russia, Georgia, Republic of Moldova, Romania and Ukraine, as well as experts of the civil society and other regional and international organizations.

The conference was divided into plenary sessions and workshops during which were discussed the key principles of the right to liberty and security applied in a regional context, the methodology and the preliminary findings regarding the research on the application of the preventive arrest in the Republic of Moldova, challenges and possible solutions in the implementation of the Article 5 of the ECHR at national and regional level, etc.

The International Conference on Article 5 of the ECHR "The Right to liberty and security" was organized within the framework of the Council of Europe Programme "Promoting a Human rights compliant criminal justice system in the Republic of Moldova" funded by the Government of Norway.
